Solution:


Delete the .db files in “C:\Program Files (x86)\Common Files\Adobe\caps”

    Saved my life. 
    Adobe's Cleaner utility didn't pick up jack and this little fix enabled me to install a new version of Ps after my previous one was corrupted.
